Egypt Advance Cargo Information Declaration (ACID) has been delayed to end of September, work by 1st October

The Minister of Finance.. In response to the requests of the business community and international multinational companies to allow additional time for them to join the system as a final deadline:

Continuation of the experimental application of the pre-registration system for shipments (ACI) in seaports until the end of September and the mandatory application from the beginning of October

A last chance for importers, companies exporting to Egypt and multinational companies to register on the new system and conduct more experiments to achieve the desired harmony with their foreign exporters.

Expand the pre-clearance of customs clearance of goods before they reach the ports to reduce the cost of goods and services

Dr. Mohamed Maait, Minister of Finance, issued a decision to continue the trial operation until the end of next September, and to postpone the mandatory application of the pre-registration system for shipments (ACI) in seaports until the first of next October, which was scheduled for the first of next July;  This is to give importers and their agents of customs brokers, companies exporting to Egypt and international multinational companies a last chance to register on the new system, and to conduct more experiments to achieve the desired harmony between importers and those dealing with them from foreign exporters;  This will contribute to the success of this new system in a way that helps in facilitating and mechanizing procedures, expanding the advance customs release of goods before they reach the ports, and thus reducing the cost of goods and services, and lowering their prices in local markets.

In response to the request of the business community, including a number of chambers of commerce, Egyptian importers and manufacturers, and a number of foreign export companies and international multinational companies, to extend the trial run of the ACI system for pre-registration of shipments in seaports, which was launched since last April;  So that they can join the system, and there is agreement between foreign importers and exporters, and take advantage of the facilities offered by this system;  Especially in light of the continuing impact of the “Corona” pandemic on global supply and supply chains.


The minister indicated his keenness to provide a longer period of time for all foreign companies and exporters to complete their readiness to deal with the new system.  In order to ensure the highest levels of governance for merchandise imports at Egyptian ports, adherence to quality standards for imported goods to the Egyptian citizen, and the elimination of fraudulent and unknown goods of unknown source and identity.  The total electronic accounts of Egyptian customers with customs reached 9,955, of which 7,735 are approved accounts, and 2,220 accounts whose data is being completed by customers, while the total number of ACI certificates on the system reached 8,156, including 5,257 certificates issued with ACI numbers, and 2899 certificates.  ACI’s data is being completed by dealers, and the number of companies participating in the pilot project reached 1488, and the number of foreign exporters who registered on the system approached 16 thousand, and 1.5 million browsed the electronic portal “ACI Window.”

The minister called on importers and their agents of customs brokers to speed up joining the pre-registration of shipments (ACI), as there will be no further deadline after the end of next September, and no goods shipped from abroad will be allowed to enter as of the first of next October to the Egyptian seaports.  Except through the ACI pre-registration system.

El-Shahat Ghaturi, Head of the Customs Authority, said that this decision aims to give a final deadline for importers, their agents of customs brokers, and companies exporting to Egypt to join the ACI system for pre-registration of shipments, which is based on processing shipments data during the “pre-shipment” phase in the country of export, on  In a manner that contributes to reducing the number of documents, as it allows for a prior exchange of information and documents of shipments electronically between the electronic platform “window” and the control display bodies, so that customs ports are gates for transit and not places for storing and accumulating goods, so that all procedures for shipments incoming to seaports are completed.  before it arrives.

He clarified that importers should quickly join the ACI system of pre-registration of shipments, by creating an electronic account on the electronic platform “Nafza” and issuing the electronic signature through the two companies “Misr Clearing” or “Egytrust”, and listing the data of the foreign source on the platform.  “Exchange of secured data” via “Blockchain” technology, and submitting a request to obtain the shipment identification number, which is valid for a period of three months, so that the customs authority responds within 48 hours to this request, and in case of acceptance, an email is automatically sent with the shipment identification number “ACID”.  To the foreign exporter, and notify the Egyptian importer through his account on the website of the “window” platform, then the exporter sends the shipment data electronically, and the importer reviews and approves it through the “window” platform, then the pre-clearance procedures for shipments can be started if the importer so desires.
